Inside the West Palm Beach city limits, most homes drain to city sewer. Past the city line, thousands of homes with a West Palm Beach address run on septic tanks. Many sit on flat, sandy lots where the summer water table rises close to the surface. When a drainfield sits in wet sand, drains slow down and toilets can back up.

The City of West Palm Beach maintains over 500 miles of sewer pipe. That pipe carries wastewater to the East Central Regional Water Reclamation Facility. The plant also serves Lake Worth Beach, Riviera Beach, the Town of Palm Beach and parts of the county.
The city covers about 58 square miles. It runs from the Intracoastal Waterway west to Grassy Waters Preserve, its main source of drinking water. Many West Palm Beach addresses sit outside the city, in unincorporated Palm Beach County or a smaller town.
That is where most of the septic tanks are. The state's septic inventory marks about 15,000 parcels with a West Palm Beach address as known or likely septic. Only a small share of them sit inside the city limits. Most of them fall in the 33406, 33411, 33412 and 33415 ZIP codes.
Palm Beach International Airport averages about 62 inches of rain a year. About two-thirds of it falls from May through October, by NOAA's 1991 to 2020 normals.
On the east side, around Flamingo Park, the federal soil survey maps excessively drained St. Lucie and Paola sands. West of Interstate 95, out toward Military Trail, it maps poorly drained fine sands such as Myakka and Basinger. There, the water table can rise to within about 6 to 12 inches of the surface. State rules set the bottom of a drainfield at least 24 inches above the wettest-season water table.
The same survey rates most of the city's land as very limited for septic drainfields. Its top reasons are seepage through the sand and a shallow saturated zone. When summer rain lifts the water table, a drainfield has less dry sand to work in. If drains stay slow after the ground dries out, the system may need septic tank repair.
The Florida Department of Health in Palm Beach County permits and monitors septic systems across the county. Under state rules, building, repairing, changing or abandoning a septic system takes a construction permit first. For a new home, the septic plans must be approved before a building permit can be issued. Any septic system installation here starts with that health department permit.
When public sewer reaches a street, Florida law sets a deadline. The owner of a working septic system must connect within 365 days after written notice that sewer is available. Outside the city, the county offers a voluntary assessment program where its water utility lacks sewer lines. It needs a petition for service from at least 51 percent of the homeowners.
Inside the city, the Building Division reviews permit applications and runs code inspections. Its online research tool shows which permits a project needs. That office answers the permit questions for a given address, and we point you there.
By the city's own plan, West Palm Beach is about 98 percent built out. Census permit data show about 80 to 100 new single-family homes authorized a year from 2022 to 2025. Census survey data also show about one in five homes in the city was built before 1960.
The city has 18 locally designated historic districts, including Flamingo Park, El Cid, Grandview Heights and Old Northwood. Those neighborhoods sit inside the city limits, where most homes drain to city sewer. Where a home still runs on a tank, the tank may be as old as the house. A septic tank inspection shows what shape an older system is in.
